Governorate Council

Each governorate has a Governor and seats in the Governorate Council. The Governorate Council has 90 seats: 32 for Silemani, 30 for Erbil, and 28 for Duhok.

Women must have at least 30% of seats in the Governorate Council.

Christians have five Governorate Council seats reserved: two from Erbil, two from Duhok, and one from Silemani. Also, there are three Turkoman seats from Erbil, and one Armenian seat from Duhok.
